Check your Internet Connection

If you use the wireless WiFi connection, try using the wired connection or vice versa.

Restart your Router or Modem

[11] Click the checkboxes next to Domain, Private, and Public and select Next.

[12] Once again, click Tap and enter the Name.

[13] Finally, select Next and click the Finish button to complete the process.

Change DNS Settings

Sometimes, changing your DNS settings will help you fix the error code 28.

[1] Right-click on your Network icon and click on Open Network & Internet Settings option.

[2] Select the Change Adapter option.

 Select Change Adapter option.

[3] Right-click on Network Adapter and select properties.

[4] Click on Internet Protocol Version 4 (TCP/ IPv4) and click on Properties.

[5] Choose the DNS server addresses and type 8.8.8.8 as the preferred DNS server and 8.8.4.4 as the Alternate DNS server.

[6] After that, click Apply and select the Ok button.
